Such a good question! Changing the constitution is VERY DIFFICULT. If most of the Parliament agrees, they change it. If they don't agree, the people vote in a referendum.
Good question! The King can only give ideas to the government, and he has to sign the changes, BUT he cannot change the constitution without permission.
